KARACHI (Staff Reporter) – The Government of Sindh has taken a major step to bring transparency to provincial universities by stripping Vice Chancellors (VCs) of their discretionary powers regarding the appointment of Pro-Vice Chancellors and acting VCs.
Sindh Minister for Universities and Boards, Mohammad Ismail Rahu, announced that VCs are no longer authorized to assign the charge of Pro-VC to any individual at their own discretion.
Key Features of the New Code of Conduct:
- CM’s Prior Approval: Mandatory prior approval from the Controlling Authority (Chief Minister of Sindh) is now required for all such appointments.
- Panel of Senior Professors: All VCs have been directed to submit a panel of three senior-most professors, along with their complete service records, to the Sindh government for vacant positions.
- Illegal Appointments: Any appointments made without the Chief Minister’s explicit approval will be deemed “illegal” and are subject to immediate cancellation by the government.
- Objective: Minister Ismail Rahu stated that the move aims to eliminate nepotism, ensure merit-based appointments, and bring administrative transparency to higher education institutions.
The Minister emphasized that there will be no compromise on discipline and the rule of law within the province’s educational landscape.
